In the FWIW dept, The numbers you cite make sense–mine were for a g rocket, the differences should get smaller as the overall impulse gets greater.

My thought was the only eligible flights away from NCR venues would be those flights that exceed the standing waiver – not necessarily the higher altitude windows.Warren
