If I was to invest in a case that was say 28" give or take. Would I always have to buy that motor? For example, if it would hold 10 54mm grains, is the a way to use it with say, 5 grains. A plug or somthing?

Cesaroni 38mm motors can be used the way you describe with a PVC or other spacer. With an AMW or AT case, not a chance. Personally, I own the AMW 54/2550 case which translates into quite a few K's and L's and some very sweet loads. Worth the $150 or so.

Actually the correct answer is if using a certified load/hardware NO alterations of the hardware or propellant is allowed. Such as using a spacer like described above. This would constitute running it differently then certified.
Now for research you can build a slug to take up space of other grains (yes even inside AMW and other Snapring hardware or even AT hardware). But why. Just use a shorter case. One of the reasons why I have just about every length of case in 54mm,75mm,98mm and a couple 6" cases. It gives me as much variety as I want.
Quite right Conway - I was just remembering the Delta II project I was involved in and the 9 CTI 38mm cases we had to scrounge for all the H motors and forgot that the safety code prohibits what we did to get that bird to fly. Cases are cheap compared to an accident.

The larger the diameter they even get a lot thicker. so may not need any reinforcement. Or just take a 2nd one cut it and insert it as a double wall. I wasnt thinking of O motors though 😈 Maybe multiple P or Q hehe!!!!!

Why not just build a whole new motor? Make it a minimum diameter rocket!! Wonder what the safe distance for launching that one would be?.
