I am starting the process of attaining a Low Explosive User Permit. (LEUP)
I hope this will help others. I will post as the process happens. Please remember, Getting my Level One is more important right now. Funds
will go to get it first.
The expense of getting a LEUP is not huge but does require a fair chunck
of rocket and reload money. First one must have an explosive magazine.
Inspection of the magazine and property is required by the ATF. That will
be around $300.00. I am still shopping. And there is the $100.00 I will send
in with the form.
The form (ATF-form 5400.13/5400.16) Both NAR and Tripoli web sites have detailed instructions on how to fill the form out. There were a couple things skipped but apon reading the last two pages a few times, they appear.
A picture and a finger print card are required. A digital picture is fine. The face on the picture needs to be about 1.25". The best picture to have is
your face. HA HA.
The finger print card. I have two coming. The ATF form says to use a FD-258 or a ATF-GA-9900. When I called. (Five calls to three differant numbers) I was told I would have to use the (FBI-258) because it was
for explosive. WOW ? WOW ? ?? WOW. This was over a two week period. You leave a message and they call back.
I will get them in about a week. I will set up an apointment with my local
Plice Department and get the job done.
I will let you know how it goes.
This will be streatched our over a long period. Finances. Plus I am sure
even in Wyoming that it will take the projected 6 months to get an Agent
to my house after mailing the forms.
PS. All the people I have talked to are very helpful and kind. 😯
Mike, Just a couple of things to think about. Have you checked with your local fire dept to get approval from them? Are there any other city, county or state ordinances that could pop up? I had a bunch of hoops I had to jump through before I got my LEUP. Once they get your application and money you have a certain amount of time (30 days?) to have everything in order. You may want to check into the local and state stuff before you mail off your packet. Here is a link that may help with dealing with some of the "other stuff".

And, what about home insurance? I think mine says that if I have any materials, oh, like those determined to be explosives, then my home owners insurance will not cover any damage, or may even be null and void. There are so many aspects and ordinances to this. 🙄
I used FD-258 in my app. Haven't heard anything to the contrary regarding the differences between the FD version and the FBI version. I also applied for a non-storage LEUP - "Motors will be purchased and consumed on-site". I'll apply for a variance once I get the non-storage LEUP and am able to work out the details with the local FD.

This sounds like a good slow path....
I will be seeing the fire department nest week, and I have a detached
garage. It seems that helps some what.
I have been down the insurance road and no problem there, I went clear to the under writers and no problem.
On the state front things have changed the lady that was so hard to deal with is gone. I have had talked to the new guy several times and said he thought we did not need anything but was checking things out. If we do need something he said he would make it painless. I told him if he does need something from us I could get a few of us together and we can do it all at the same time to save people time.
citys and countys are all over the board, fees, no fees or NOWAY AT ALL or no big deal.

THAT is good to know! Besides, you can always change homeowners insurance to a company that will cover it with no problems. I live in Adams county, and technically in Thornton--though I'm blocks away from Northglenn and Westminster, odd the way Denver is laid out. Well, we all have to draw lines somewhere, right? Does anyone with a LEUP live in Adams county, and what are the rules here? Thanks!

that means they have started the process, now you wait for a phone call or your permit in the mail.
CRUD.....The other day I got a call from what I thought was a
telemarketer. She said She had a couple questions. I said I do
not do anything like that over the phone. She said OK and hung
up.
I did not hear Who She worked for.
Out of reflex I just reacted to the call. I did not have my hearing
aids in so I only heard part of what She said..
I HOPE IT WAS NOT........
OH MY GOD....................
The Wife. Could not believe I did that. She asked. Was that
the ATF? My air left me.
She will screen all the calls till this is over.
I hope it was a telemarketer.
She asked for Mike not Michael. All my paper work was
filled out as Michael.....

No worries. The ATF will always identify themselves. They will call to set up an interview. When you meet with one of the agents, you'll go through some particulars about the regs and what you need to do to account for all of your motors. They will have you go through a checklist and sign and date it. It will take about 1 hour or less. It's no big deal. A few weeks later you should have your permit.

It probably was a telemarketer or solicitor of some type. Not to worry. If really concerned, call your local ATF office and ask if they've been trying to get in touch for your interview to complete your application process. If they were and they/you hung up on each other, they'll try again. If it wasn't them in that instance, then you'll be expediting the process. Every agent I have had any dealing with has been a very pleasent experience and they have all been above and beyond civil and decent. We all put our shoes on one at a time unless you are very talented in a weird sort of way. You'll always catch more flies with honey than vinegar. Telemarketers are a nuisance and deserve the short and simple brush off - click. Just remember - It's okay to be rude as long as you're nice about it.
