Where is the best place or what is the best way for me to read up on the 1127 doc? I tried doing a search and only found places to purchase it. What do you guys do?

I'm afraid that is a problem for the entire hobby. TRA and NAR include the 1127 doc in their rules by reference, but they are not available except for purchase from NFPA. As I recall, they are quite pricey too. You also have to be concerned with 1125 as well (I think it's 1125 that cover model rocketry, 1127 covers High Power). Also be aware that neither covers research (EX) activities.
No one I know has them. I have been emailed privately some selected sections of it when I posted on the TRA list. Post there or on Rocketry Planet or someplace and see if someone helps you out.

So when someone in the club wants to do a L2, do they just memorize those test questions?
Seems to be a snafu in the process to me. I have a few Govt certs and various others have never seen a cert where the data wasn't readily available.....
I think the download version is $26. so I will probably go that direction.

Well, it works for me. If you run through the computerized practice tests from Tripoli and NAR over and over until you get 100% of them right, then you would have learned all the relevant information without wading through the boilerplate of the standards. Do it on the day before you show up for the exam, and you'll nail it.
I did my pilots licenses (private, instrument, advanced) tests that way, as well as all the ham radio tests from technician class to advanced. (these were the morse code versions). If I remember right, my SME exam to become a Certified Mfg Eng was the same way where you were given a block of questions to study. The Patent Examiners board exam, which I have also taken, was the same process.
You can view NFPA documents for free on their site, just not download them.

I'm a bit over zealous I guess. I read the whole HAM book then started taking the practice exams. I got a 100 on it, but that was because I knew the stuff with ought having to memorize them. I have a hard time memorizing test questions, so I need to have a basic working knowledge of the topics do take a test.

Just keep going over the questions till you have them memerized.
I too learne best by a general basic knowledge but in this case, its the easiest way.

Go to the NFPA site, search for 1127 or other code.
Go to the specific page for that document, then at the bottom, there is a link to "View the 2008 edition of this document".
I tried pasting a link, but it just comes up as a generic link to the reader. You should be able to get it ok.

I downloaded the tests, so I will start trying that route. I found out this am that I will be heading back to KS this week, so I only have time now to finish my Vert Assault rocket before MHM. So, I hope I can nail the tests before then......
There is a free-viewer on the NFPA website. I bought both 1125 and 1127 and now get bombarded by NFPA spam in my snail mail box.
